Performance Evaluation System

The MeS Laboratory - Management and Healthcare of the Scuola Superiore Sant'Anna of Pisa has developed the Performance Evaluation System, currently patented and adopted by the Region of Tuscany and the Regions of the Network.  

The performance of regional systems and healthcare companies is assessed for their ability to: promote the health of the population; translate strategies into results; guarantee the quality of care; improve the patient experience; build an adequate organisational climate; promote healthcare safety; and achieve all the above objectives through the correct use of resources. The performance evaluation system through the representation of the target and the pentagram with five evaluation bands (from poor performance to optimal performance) summarises the performance of more than 700 indicators at regional and company level for the Region of Tuscany and more than 300 indicators for the evaluation system of the Regional Health Systems. 

The Regional Health Systems Performance Evaluation System responds to the objective of providing each region with a way of measuring, comparing and representing the level of its health care provision through the calculation of indicators. 

The indicators are processed at Region and Company level; some Regions also choose to process data from their own hospital establishments and Districts. Since 2008, a report has been produced annually with the results of the Regions and Companies. Since 2010, the report is made public and accessible by all stakeholders. The regions participating in the network consider the transparency and accountability of their work to be a value and make their results public. 

The network consists of the autonomous provinces of Trento and Bolzano and ten regions: Basilicata, Friuli Venezia Giulia, Liguria, Lombardy, Marche, Piedmont, Apulia, Tuscany, Umbria and Veneto. Apulia is represented by the Regional Strategic Agency for Health and Social Affairs.
