THCS – European partnership for the transformation of health and welfare systems

THCS - EUROPEAN PARTNERSHIP ON TRANSFORMING HEALTH AND CARE SYSTEMS is a European partnership within the HORIZON 2021-2027 Program aimed at the transition to people-centered health and care systems that are more sustainable, efficient, resilient, inclusive, innovative, and equitably accessible to all. 
A.Re.S.S. is partnering with 64 other organizations coordinated by the Ministry of Health to fund research and innovation projects through joint transnational calls, involving a large number of research and innovation funding organizations on common priorities and topics.

Target audience:

  • groups working in different entities such as universities (or other higher education institutions);
  • research and knowledge dissemination organizations;
  • public or private non-university research and/or innovation organizations, hospitals or foundations, or any health care provider;
  • commercial companies, particularly small and medium-sized enterprises.

Objectives
The main objective is to contribute to the transition to people-centered health and care systems by reducing the fragmentation of research and innovation in this field through better coordination of the efforts and initiatives of member states and associated countries in Europe and beyond.
The THCS project aims to:

  • Increase funding opportunities and strengthen the research and innovation community;
  • Support Digital Research and Innovation to fill knowledge gaps;
  • Increase capacity to implement innovation by creating a link between actors designing R&I processes and those involved in decision-making and the field of practice; 
  • Intensify cooperation between country, regions of Europe and beyond, promoting at international and national levels an inclusive approach for better integration between different sectors;
  • Increase stakeholder engagement and capacity building, including improving the digital skills of health workers. 

Activities
The main activity consists of funding Research and Innovation projects through the publication of calls centrally coordinated by the THCS Secretariat itself and which, year by year, will be launched simultaneously in each project country. 

Partners
The platform brings together 64 partners in an ecosystem consisting of research and innovation funders, and other public authorities. It is open to all EU member states, as well as Horizon Europe associated countries and non-EU countries that can participate at their own expense. 
Each THCS component organization supports each call with a funding share defined year by year. 
To the program's share, the European Commission participates in the governance of the partnership by directly contributing 30 percent co-funding.

Purpose of the Call for Proposals
Project proposals MUST address solutions for seamless integration of health services in different settings where health and care is provided and received, locally, regionally, at home or in specialized hospitals, and in different settings. Proposals should identify and describe health and care settings where particular needs can best be addressed. Proposals may focus on one or more focus areas (e.g., noncommunicable diseases and CDs, cancer, etc.).
The transformation of health and care systems involves a reevaluation of the role of hospitals, primary care, and community-based care. Proposals should aim to present a clear vision of the future role, mission and activities of health and welfare organizations in the context of new and changing care settings and determine the most appropriate roles in that new context.

Minimum 12 months - maximum 36 months starting in December 2023
