Regional Observatory of Social Policies
As of 2022, AReSS manages, together with the Welfare Department of the Apulia Region and in its technical-operational support, the activities of the Regional Observatory of Social Policies (ORPS, Osservatorio regionale delle politiche sociali). In brief:
- it collaborates in the design and construction of the Social Information System
- it collaborates in monitoring the supply system of social and social-health services, the activation of the relative flows and the monitoring of the demand for services, the social expenditure of the Region and the ATSs, as well as the state of implementation of the PRPS
- it supports the Department in defining and updating regional social planning.
- Implement and systematise the Regional Social Information System (incoming - outgoing information flows) by computerising it and making it freely accessible (construction and implementation of a datawarehouse of the regional welfare system) to the public in telematic mode
- Conducting specific studies and research related to the analysis of physical and financial monitoring data to be collected by the Observatory, as well as on specific interventions, also of an innovative nature, to be implemented at regional level
- Conducting socio-demographic and statistical research and surveys on emerging social phenomena and context data
- Constantly monitor the status of implementation of the Regional Social Policy Plan
- Supporting regional/local decision-makers through the regular production of information reports on the supply of and demand for social and social-health services, the related expenditure and the socio-demographic characteristics of the users concerned
- Drawing up studies, research, documents, proposals for measures aimed at implementing a concrete interaction of the health system with the social system in order to guarantee efficient social and health services in favour of Apulia's citizens through the taking into charge, multidisciplinary assessment
- Devise and carry out studies and research aimed at drawing up a service quality system to be extended to all the social services provided in the Apulia Region based on quality standards and user satisfaction checks
- Drawing up studies, research, evaluative analyses and pre-feasibility studies aimed at identifying the most suitable forms for guaranteeing the assistance of non-self-sufficient persons, defining support strategies consistent with the resources of the community programming
- Supporting the Department of Welfare in monitoring and, if necessary, updating the tariff policies pertaining to the services and facilities referred to in R.R. no. 4/2007 et seq. through the preparation of specific studies, research and feasibility analyses
- Supporting the Department in the preparation of notices and strategic calls pertaining to regional welfare policies.

The Agency has a budget of 350,000 euros to achieve its objectives.
