The System Innovation and Quality Area promotes new approaches and methods for the integration of public health and social policies by strengthening the capacity to respond to the differentiated health needs of citizens through the support to the Region in the definition of programmatic guidelines for regional health policies, and the design and continuous monitoring of health networks according to continuous improvement models and tools.
It promotes the participation of professionals in the development of corporate clinical governance by providing technical support for corporate improvement projects and objectives in priority clinical-assistance and organisational areas.
The Area's innovations include the definition of methodologies for the standardisation of procedures for the design and accreditation of clinical-assistance networks and for the construction of care pathways, as well as the introduction, experimentation and monitoring of a framework of complex activities on quality and institutional accreditation issues.
The Area contributes to the co-creation of value in the relationships between the Ministry of Health, the Region, Local Authorities, Universities, Businesses, and Associations through the promotion and consolidation of research and innovation activities in the health and social sector.
It supports the development of the skills necessary to guide professional and organisational behaviour, including managerial skills for the function of Director of Complex Structure; it designs and conducts research projects aimed at the development of innovative methods and tools in the social services; it carries out technical-scientific support to the institutional tasks of governing the regional social system.

Accreditation is the process by which the region determines whether a public or private health or social care organisation can provide services on behalf of the regional health system. The QuOTA service is an integral part of the process. It certifies that organisations possess the requirements defined by the regional authority, issuing the technical judgement of accreditability.
